On February 22, 2005, Moscow’s Community Development Director, Joel Plaskon, acknowledged that NSA’s use of the Verizon building is not permitted by MCC, but he determined to allow it so that the City can more thoroughly review its Zoning Code. It should be noted that in his discretion, Mr. Plaskon reversed his original finding against NSA from the year 2000.
