The zoning code defines a “club” as an “incorporated or unincorporated association of persons organized for a . . . educational . . . purpose.” (MCC 4-3-5(B)(7)). Thus, if the College called itself the New St. Andrews Christian Higher Education Club, and the member went through the prescribed colloquia by reading the books on the reading list, it would be a permitted principal use under MCC 4-3-5(B)(6).
The zoning code does not define “church,” but churches are allowed as permitted principal uses in the central business district. (MCC 4-3-5(B)(7)). New St. Andrews is operated under the authority of Christ Church in Moscow. Membership on the Board of Trustees is limited to elders of Christ Church and other churches within the Confederation of Reformed Evangelical Churches (CREC) denomination. The College is expressly Christian in its vision, mission, governance, associations, curriculum and method of instruction. New St. Andrews very much has characteristics of a “church school.” . . .
