At the time of this notice, NSA met at the residence of one of their faculty members, Chris Schlect, who is also an elder at Christ Church. Moscow’s Assistant City Planner, Joel Plaskon, wrote this letter to notify NSA that their use of a residence to operate an educational university constituted a violation of Moscow City Zoning Code. Mr. Plaskon learned of the violation after local citizens filed a written complaint with his office.
